The subsequent transfer of power seems to coincide with rising immigration and the appeal of a growing welfare system that reflected benefits promised by politicians who had little else to offer in exchange for a vote. This was more transactional than ideological. The transference of political leverage from the politicians to this welfare bureaucracy coincides with the self-imposed limitations of time in office by the politicians themselves. A liberal bureaucracy now prevails.

I assume Point #3 is a state law but the federal courts have de-institutionalized crazy people nationwide, starting here in Alabama. in the late 60s our "sainted" federal district judge Johnson was the first to rule that crazy people could not be institutionalized unless it could be proved in our probate court (the one with such jurisdiction) that they were a threat of serious harm to others or themselves and then only until some mental-health specialist (didn't even have to be a psychologist or psychiatrist) ruled they were no longer a threat. It started up a second campus in Folsom, but even there they stopped work on the last high-rise with only the foundations poured. When I worked for them circa 2001 their largest campus was in Hillsboro, Oregon. Now their expansion seems to favor Arizona.
